Jackson County cracking down on sex offenders

OCEAN SPRINGS – The Jackson County Sheriff’s Department assisted by the U.S. Marshalls and the Ocean Springs Police Department conducted “Operation Offender Watch” this month in an effort to verify all 230 known sex offenders in the county.

As a result, two offenders were arrested and warrants were issued for another two. Joshua Ryan Webster registered with the Jackson County Sheriff’s Department on March 21, 2011 after being convicted of having sex with a minor. Webster’s last known address was in the 7300 block of Washington Avenue in Ocean Springs.

Authorities learned Webster was not residing at that address and he was taken into custody.

Joseph Walter Chapman, 61, who was convicted of rape in Virginia in 1979, was arrested during the sting for disorderly conduct, possession of marijuana and possession of paraphernalia.

Warrants were issued for 33-year old Demetrius Donnell Beverly and 29-year old James Richard Higgason, for failure to personally appear and register before residing at a new address.
